Mr. Zebral Filho is Head of the Government Innovation Unit and Academic Coordinator of the School of Government of the Organization of American States (OAS) in Washington-DC. He still serves as a research associate at the Ostrom Workshop on Political Theory and Analysis at Indiana University in Bloomington and as a guest lecturer for the GCL and ILG programs at Georgetown University's McDonough School of Business. Before joining the OAS, He had a career as a development economist at the National Development Bank (BNDES), as Executive Coordinator of the Center for Studies on State Reform at the Getulio Vargas Foundation (FGV) and as an associate researcher at the Génesis Institute for Business Action of the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), in Brazil. 

Silverio has served as a consultant, observer and program manager for international development institutions (UNDP, IDB, AECID, EU) and international political foundations (IRI, KAS, ODCA, DDC). In these capacities, he has led more than 60 technical and political missions in support of various governments at the national and regional level in Latin America, Asia and Africa on economic development, democratic governance, public-private partnerships, government innovation and public sector strengthening. He has also been an ad-hoc consultant for global companies (Shell, Vodafone, Roche) supporting senior executives of business associations in Brazil (AMCHAM, CNI, CNA) to improve their skills in corporate diplomacy, negotiation, influence, scenario planning, communication , innovation and crisis/change management.More than 1,800 leaders around the world have already participated in its leadership workshops and mentoring sessions to date – including chiefs of the Shipibo tribe in the Peruvian Amazon, Iraqi National Police officers, congressional candidates in Mozambique, and da leaders. An economist and political scientist, Mr. Zebral Filho holds a master's degree in Political Management from GSPM/GWU, a Master's degree in Development Studies from the Graduate Institute of International and Development Studies (IHEID) in Geneva, Switzerland and an MBA from IE Business School (IE) in Madrid, Spain. Silverio also completed advanced postgraduate studies in negotiation, mediation and conflict resolution at Harvard Law School and diplomatic training at the University of Oxford. He has a PhD (candidate) in International Development from John Hopkins University. In 2018 he received the prestigious Eisenhower Fellowship Award. His opinion articles have appeared in El País (Spain), Globo (Brazil) and O Estado de São Paulo (Brazil).
