Miguel is the Coordinator of Data and Digital Government at the Institutional Capacity of the State Division of the Inter-American Development Bank (IDB), a position he has held since December 2018. He has more than 25 years of professional experience in both the public and private sectors. Before joining the IDB in 2013 as a Digital Government Specialist, he served as Senior e-Government Specialist in the Secretariat for Political Affairs of the Organization of American States (OAS) and as Director of Government Relations for Latin America at the e-government company govWorks, where he led several digital government projects across the region. Previously, Miguel worked at the Spanish Agency for International Development Cooperation (AECID) and the United Nations Development Programme (UNDP).

Miguel is co-author of several publications, including América Latina Puntogob, Transformación digital y empleo público, and Guía de Transformación Digital del Gobierno. In 2019, Apolitical recognized him among the world’s 100 most influential people in digital government.

He holds a Bachelor’s degree in Economics and Business from the University of Oviedo (Spain) and an MBA from the Thunderbird School of Global Management at Arizona State University (USA).
