Betilde Muñoz-Pogossian

Betilde Muñoz-Pogossian is the Director of the Department of Social Inclusion at the Organization of American States (OAS). For more than 20 years, Muñoz-Pogossian has led missions, programs, and projects throughout the region on issues such as democracy and elections, equity, and social inclusion, among others. At the Department of Social Inclusion, she is responsible for directing efforts to promote the inclusion of populations in vulnerable situations and the exercise of their rights, in support of the Secretary General and the Member States.
Dr. Muñoz-Pogossian holds a Ph.D. in Political Science from Florida International University (Miami) and a Master’s degree in International Relations from the University of South Florida (Tampa). She was a 2021 Fellow of the Fisher Family Summer Fellows Program on Democracy, Development, and the Rule of Law at Stanford University. She is the author of several academic publications and opinion columns.
During her 20-year career at the OAS, she has received the Outstanding Performance Award in 2008, 2016, 2018, 2020, and 2024, granted by the Secretary General to staff members with exceptional performance. She is also the co-founder and coordinator of the network of women political scientists *#NoSinMujeres*, and was recently appointed Senior Associate at the Center for Strategic and International Studies (CSIS).
